Hawaii Has Strict Rules About Electronics Disposal — and Most People Don't Know It

On the mainland, tossing an old computer or TV into the dumpster is common practice. In Hawaii, it is illegal. Hawaii Revised Statutes Chapter 339D — the Hawaii Electronic Device Recycling Act — specifically prohibits disposing of covered electronic devices in solid waste landfills. That includes televisions, monitors, desktop computers, laptops, and more. The law exists because these devices contain hazardous materials: lead in CRT picture tubes, mercury in LCD backlights, cadmium in batteries, and flame retardants in circuit boards.

CRT televisions are especially problematic. A single CRT TV can contain up to four pounds of lead. They cannot go to H-POWER, cannot go to the landfill, and are not accepted at Best Buy or Goodwill. Getting rid of them legally requires a certified e-waste recycler — and getting them there requires someone to move them.

What HRS 339D Means for You

Hawaii's Electronic Device Recycling Act places the recycling obligation on manufacturers, but the practical reality is that getting your old devices to a certified recycler falls on you. The City and County of Honolulu does hold periodic free e-waste collection events, and some retailers like Best Buy offer limited drop-off for small devices. However, these options have real limits:

  • City e-waste events are periodic and require you to load and transport the items yourself
  • Best Buy accepts small electronics but does not accept CRT monitors or CRT televisions
  • Goodwill accepts working electronics but does not accept CRTs and turns away items in poor condition

A Typical Job

A Downtown Honolulu property management company clearing a former tech office had 15 old monitors, a server rack, boxes of tangled cables, and outdated networking equipment left behind by a departing tenant. When This Is Not the Right Option

  • Best Buy drop-off — accepts most small electronics for recycling at no charge (excludes CRTs)
  • Manufacturer take-back programs — Apple, Dell, and others offer mail-in or drop-off recycling for their own devices

Pricing

E-waste removal is most often bundled into a larger cleanout — an office clear-out, a storage unit, or a whole-home haul. In those cases, the electronics are included in the overall volume-based price.

For standalone e-waste pickups, pricing depends on the volume and type of items. A few monitors is a short job. A server rack with associated equipment and boxes of cables is a longer one. CRT televisions require extra handling and that is reflected in the quote.
