Hawaii Revised Statutes Chapter 339D — the Hawaii Electronic Device Recycling Act — specifically prohibits disposing of covered electronic devices in solid waste landfills. That includes televisions, monitors, desktop computers, laptops, and more. The law exists because these devices contain hazardous materials: lead in CRT picture tubes, mercury in LCD backlights, cadmium in batteries, and flame retardants in circuit boards.
CRT televisions are especially problematic. A single CRT TV can contain up to four pounds of lead. They cannot go to H-POWER, cannot go to the landfill, and are not accepted at Best Buy or Goodwill. Getting rid of them legally requires a certified e-waste recycler — and getting them there requires someone to move them.
